The deciding factor between Avoidance and Speed is simply if you feel like taking a minor amount less damage compared to moving faster at all times. You can make the argument for each in every scenario, even in extremely high-end content. Avoidance lets you survive larger hits; Speed gives you more leeway to run out of an AoE effect. The argument is as old as the game is; pick which you prefer.

Best Consumables for Frost Mage

You should be drinking the Flask of the Shattered Sun Icon Flask of the Shattered Sun at all times.

Make sure to apply Thalassian Phoenix Oil Icon Thalassian Phoenix Oil to your weapon as well.

You should keep a stock of Silvermoon Health Potion Icon Silvermoon Health Potions to use when at low health, and if you have a Warlock in the group, grab their Healthstone Icon Healthstones and use them as well. Do not macro these together, they are best used separately!

You should eat from the Harandar Celebration Icon Harandar Celebration or Silvermoon Parade Icon Silvermoon Parade when possible, and otherwise personal food (Royal Roast Icon Royal Roast or Impossibly Royal Roast Icon Impossibly Royal Roast).

In addition, if you can afford it, you should use Void-Touched Augment Rune Icon Void-Touched Augment Runes to increase your primary stat. Augment Runes are expensive, and disappear on death, so use them wisely!
