The Importance of "Simming Yourself"
At this stage in the game, there are so many variables and layers of optimization that you can apply to your character that there is no way for a guide or anything else to tell you exactly what gear you should wear. This is why we always recommend simulating your own character using Raidbots. The website can help you choose set bonuses, trinkets, and combinations in a way tailored completely to your specific character. Learning to use this tool is essential to maximizing your potential, as there is simply no other way to consider all the variables.
Evaluating Upgrades
The easiest way, and also the method we suggest, to compare multiple items is to use Raidbots' Top Gear. Here, you can input an export from the Simcraft AddOn, select the items to compare, and it will find out which of the items are best.
Stats
Many people overthink the distribution of their secondary stats. An important thing to remember is that a higher quantity of stats is nearly always better than a better quality of stats. Because of this, wearing higher item-level gear with worse stats tends to be better than lower item-level gear with great stats. Keep this in mind when considering gear. For more stats information, please refer to our dedicated page.
Disclaimer regarding BiS lists
We only provide "Best in Slot" lists as a mandatory requirement stemming from certain guilds and players thinking they absolutely need to mindlessly chase that one item in that one slot and nothing else will do. Sometimes, raid leaders enforce a very strict "BiS list" for loot council without any nuance; other times, it is players themselves enforcing it on themselves.

Tier Set for Elemental Shaman
The Elemental Tier Set is strong, especially the 2-piece bonus which is worth roughly 10% damage compared to base stats, with the 4-piece bonus only being worth around 3 to 4%. This means that all Elemental players will want to rush to their 2-piece bonus as soon as possible, including replacing their previous S1 639 4-piece with the LFR version of the new set (capping out at 639 when fully upgraded with Weathered Crests).

2-piece: Your spells and abilities have a chance to hit a Jackpot that summons a Fire Elemental
or
Storm Elemental for 8.0 sec. Casting
Ascendance always hits a Jackpot.
Two important notes regarding this bonus: it allows summons the elemental that
you chose in your talent tree. If you are talented into Storm Elemental,
it will never summon a
Fire Elemental. Secondly, Proccing
Deeply Rooted Elements
apparently counts as "Casting
Ascendance, meaning it will also proc the bonus.
This is very strong and synergizes extremely well with multiple talents we use : Elemental Unity,
Everlasting Elements,
Echo of the Elementals and
Primal Elementalist. The
big downside is that using this last talent mean we cannot really use
Earth Elemental much,
though we do get high uptime on
Primordial Bond to make up for it.
4-piece: When you summon or extend your Fire Elemental/
Storm Elemental, your
Lightning Bolt,
Chain Lightning,
and
Lava Burst deal 20% increased damage for 8 sec.
While this seems like a strong bonus, unfortunately we do cast a lot of spells
nowadays, and in practice you'll typically only cast 2 or 3, occasionally 4 of those spells
within that window. While this can coincide with procs or things like Stormkeeper, it
is generally a relatively weak bonus.
Cyrce's Circlet for Elemental Shaman
Cyrce's Circlet is a ring introduced in Patch 11.0.7 that you can
acquire by completing several activities on Siren Isle. The ring has
three sockets, which can fit a different kind of gem each. There are four different
gems available for each of the three sockets, for a total of 12 gems, so there
is quite a bit of choice on what to socket.
Cyrce's Circlet is currently Best in Slot but is expected to be nerfed in
the near future so it is not as strong as Heroic/Mythic tier rings.
These are generally considered to be the best gems, but it is highly recommended to sim yourself to figure out the best choices and combinations for your specific gear and the specific gems and other rings you already own:
For all content, you will likely want to run most of the secondary stats gems:
Stormbringer's Runed Citrine
Fathomdweller's Runed Citrine
Legendary Skipper's Citrine
Note that this setup will give you a massive amount of Mastery, and it may well be too much Mastery, so adjust accordingly.

Best Trinkets for Elemental Shaman in The War Within Season 2
Note that Synergistic Brewterializer is "Simbait". Barrels need to be specifically targeted
and hit by an ability in order to explode, which means that you have to hit them with a
Chain Lightning targeting the barrel, or another ability like
Frost Shock.
Simulationcraft erroneously thinks it is "free" damage instead.
This means if you REALLY want to use this trinket, which will still in practice be MUCH worse than
sims indicate, you will in practice need to use a macro and replace your regular (without
Stormkeeper!!)

Raiding Trinket Tier List for Elemental Shaman
This Trinket Tier List is single-target biased, as this tends to be the most important aspect of Raiding. When Trinkets are equal on single-target, I will "break the tie" by looking into which Trinket performs better in AoE/mixed scenarios.
Spymaster Tier
Spymaster's Web — Even nerfed remains very powerful for its itemelevel.
You will only think about replacing it around 658/665 with A+/S tier trinklets.
S-Tier
House of Cards — Great stats and the on use works extremely well with
Ascendance, though less so if you use
First Ascendant — Gets stronger later in the fight
Eye of Kezan — is a little like a Passive Spymaster, flat Mastery and slow Int stacks, but instead of spending it for ridiculous Int, you get damage procs after reaching maximum stacks. It does take a long time to stack up, so while it is fantastic on very long fights, it is not so much on shorter fights.
A+-Tier
Mug's Moxie Jug — Critical Strike is not great but this gives a lot of it, and if you try and hold some spenders for the tail end of the buff, that can be strong indeed.
Suspicious Energy Drink — A strong Delve trinket? Well then. While you are unlikely to get the Low Health bonus for long, this procs often enough to be very good.
A-Tier
Geargrinder's Spare Keys — A ton of instant damage. Easy to use, excellent to get rid of priority targets, and strong in general.
Signet of the Priory — A strong effect, although the cooldown is suited to
First Ascendant users which can be good or bad.
Funhouse Lens — lines up very well with regular
Ascendance and gives a strong effect for its duration, although it is unfortunate that it can give one of two stats randomly.
Carved Blazikon Wax — solid stats but trying to gain the full benefit can be annoying if only as a distraction.
Reverb Radio — the doubled bonus is unreliable and the overall Haste this gives is just alright, and it gives little on opening burst.
Soulletting Ruby — The slow is potentially interesting but the healing is largely irrelevant, Critical Strike is bad but this gives a lot of it overall, starting fairly low (less than half the advertised value) on full Health targets. Strong even though the cooldown is only good if using
First Ascendant.
Turbo-Drain 5000 — good damage type, frequent procs and fairly quick damage, and if you kill off an add with the effect you get a strong Movement Speed buff. Cool!
B-Tier
Flarendo's Pilot Light — Extremely strong on use effect though does little outside of it. Better with
First Ascendant. Bump a tier or two if there are infrequent crucial priority targets.
Mister Lock-N-Stalk The proc itself does solid damage
Entropic Skardyn Core — Critical Strike is not great and the added requirement for the (strong) effect can be problematic.
Sigil of Algari Concordance — the effect does good damage when it works properly but is a bit unreliable
Noggenfogger Ultimate Deluxe — Terrible stat, not the best cooldown timing, but does a lot of damage still. Bump a couple tiers if there are infrequent priority adds.
Candle Confidant — can proc one of three different pets of various reliability and strength, making it pretty good on average in single-target but not so much in more complex situations, and unreliable to boot.
Garbagemancer's Last Resort — Like Geargrinder but strictly worse, and massively so outside of pure Patchwerk DPS.
Ratfang Toxin — Mediocre payoff but at least it is reliable enough.
Bashful Book — The effect is slow and the damage type mediocre but it is still reasonable.
C-Tier
Blastmaster3000 — functional but the damage is just really low. Also, did not actually work on PTR.
Gigazap's Zap-Cap — The effect is mainly effective when facing only two targets, which is not ideal.
Garbagemancer's Last Resort — Like Geargrinder but strictly worse, and massively so outside of pure Patchwerk DPS.
Synergistic Brewterializer — the effect is just nowhere near as powerful as it would need to be. Careful, because you need to use a GCD targetting the barrel and Simulationcraft is not doing that, this trinket is "Simbait"
Remnant of Darkness — very unreliable and even if things line up perfectly the payoff is not that great.
Ingenious Mana Battery — Gets pretty good after a few minutes in combat, but that is just too late.
Algari Alchemist Stone — simply to weak and not worth the opportunity cost.
F-Tier
Amorphous Relic — cute but the effects are pathetically weak.

Best Use Of Puzzling Cartel Chips For Elemental Shaman
The War Within Season 2 offers a way to acquire specific items from Liberation of Undermine
through the new Puzzling Cartel Chip. Note that we do not yet know how or when
these will be available, but will keep you informed.
We recommend you spend your Cartel Chips in The War Within Season 2 as Elemental Shaman. Remember to sim yourself in order to figure out what is actually best for your character right now.
Best-in-Slots — Best Mainhand weapon.
Eye of Kezan — Strongest on-use single-target trinket. Not as good in lower keys.
House of Cards — Strongest overall trinket.
The Jastor Diamond — Strongest ring
Test Pilot's Go-Pack — Low priority damage-wise but unique, very useful effect
The Great Vault
This weekly loot system remains much the same. You can select ONE item out of a maximum pool of 9, depending on how many raid bosses you defeated, your Dungeon clears and how many Delves and Weekly World Quest you accomplished in the previous week.

Best Gear Crest Upgrades for Elemental Shaman
You will be able to upgrade your items via Crests such as
Gilded Undermine Crest. Once you have upgraded a slot to a certain item
level, upgrading other items of that slot to that item level is free.
When you upgrade with Crests, you should think of it as upgrading slots and not items.
Additionally, since Crests are a limited resource, you will want to obtain the highest item-level possible before upgrading a given slot, as this means you will spend fewer Crests on that slot in total. If you are at all capable of doing a +9 Dungeon, for example, it would be a VERY bad idea to upgrade an item from a +8 Dungeon, as those are wasted Crests you may not get back for a very long time.
We see a ton of players, even at a high level, mess up their upgrade priorities, and upgrading prematurely. Getting this right will put you far ahead of most players.
Below is the slot priority you should upgrade your items in. If you ever want to deviate from this, you should have a very good reason.
- Weapons
- Trinkets
- Helm/Chest/Legs
- Shoulders/Gloves/Belt/Boots
- Rings and Necks
- Cloaks and Bracers
Note that exceptions are possible, such as special items that have more Item Level scaling than their slot would imply.
Best Items to Upgrade for Elemental Shaman in The War Within
Unsurprisingly, you should sim your character to determine which upgrades give the most bang for your buck at any point in time. Beyond that, you generally want to maximize your weapon, then your trinkets, then whatever slot is your worst, and after that, it is generally best to upgrade the slots that give the most stats, with a lower priority on whatever has the best secondaries but maximizing Intellect remains the best way to gain DPS.
What to Craft as an Elemental Shaman in The War Within?
What you should craft in our opinion largely depends on what items you obtain, what items you will likely have available to you from various content, if you will get priority on certain items, and generally whether you want to optimize for the short or medium term. Take our advice with a grain of salt and adapt to your particular circumstances.
Until you can get an actual Mythic weapon, we recommend you immediately craft
a Vagabond's Bounding Baton with Haste, Mastery, and
Darkmoon Sigil: Ascension, as well as any item with a
Writhing Armor Banding
to complement it, typically a
Consecrated Cloak or
Glyph-Etched Vambraces.
Note that if you are focused on Mythic+, you may want to use a shield, and craft
an Everforged Dagger or a
Charged Runeaxe instead.
Best Embellishments for Elemental Shaman
Embellishments are significantly weaker in The War Within compared to Dragonflight. As long as you get "something", it makes only a small difference what embellishment you get, so especially early on I would recommend against expensive ones.
Our current generic recommendation is Darkmoon Sigil: Ascension
on your
Vagabond's Bounding Baton as well as a
Writhing Armor Banding
to complement it, typically a
Consecrated Cloak or
Glyph-Etched Vambraces.
Note that Darkmoon Sigil: Ascension takes a long time
to stack and drops entirely if you spend more than a few seconds out of combat.
Alternatively, when you get a non-crafted Mythic weapon, you will want to get a
couple of Duskthread Lining.
Elemental Focusing Lens are technically
a tiny little more single-target damage but are much worse in AoE and lack the defensive benefit.
Best Weapons for Elemental Shaman
One-Armed Bandit drops Best-in-Slots. A provocative name for a very
strong weapon indeed, that is in fact Best in Slot for us, and likely for almost everyone
able to equip it. It is also very rare, so competition will be fierce! Do not count
on getting it.
Big Earner's Bludgeon and
Titan of Industry are special weapons
with a bonus effect that is non-trivial in single-target and this combo is Best in Slot
for those wanting to use a One-handed weapon + Shield and competitive in single-target.
Until you can get an actual Mythic weapon, especially the one above, we highly
recommend you immediately craft a Vagabond's Bounding Baton with Haste, Mastery, and
Darkmoon Sigil: Ascension, as well as any item with a
Writhing Armor Banding
to complement it, typically a
Consecrated Cloak or
Glyph-Etched Vambraces.
Best Jewelry for Elemental Shaman
The new The Jastor Diamond is a very rare item from Chrome King Gallywix,
and has what are usually very desirable stats on top of a significant bonus effect.
It is best in slot, but do not expect to get it.
Best Professions for Elemental Shaman
While professions do not generally give player power, there are possible exceptions in some circumstances. Suppose you want to min/max your player power in all possible situations. In that case, you should be an Alchemist and an Engineer. Note that the actual uses of their unique bonuses are highly conditional and, for the most part, should not dictate your profession choice.
