No, because in the end it absolutely didn't change how people play and want to build their characters, and it just ended up being a hated system that no one will miss. So it wasn't a right call at all

Even tho it doesn't make sense, it's still how it is, and it's still how people will play, and everyone knows it, and there's not much you can do about it. And once you know that, then you know the covenant system will be horrible and the vast majority of player will hate it for this.
