You were right initially, i don't understand where this belief of 15 second ICD comes from, i can link plenty of logs of me having a uptime of more than 33% on ember master which just doesn't make sense if the ICD is 15 seconds. The ICD is 10 for a max uptime of 50%.

So I've seen a lot of talk about Burning Primal Diamond being a small dps increase over Sinister Primal Diamond and I've seen claims of theory crafting backing this up, i was wondering if anyone had actually tried this as I'm not hugely happy with sinking gold into losing the Legendary Meta because some one claims that Burning Sims better than Sinister.
