Sangdraxus

I have been running Simulcraft... picked up the Apex ring, already have mantle of command (which I will always wear), but I also have the boots... Icy says that the ring rates higher over the boots, but I am not seeing it in the numbers... am I missing something. I guess my question is, should I raid with shoulders and ring, or shoulders and boots...
