It's clear that Frost Bomb is the best, but you can take Icy Nova if you want a simpler rotation/more controlled burst. However, when it goes over tier 7, it says that comet storm is best for single target until very high gear levels. And then neglects to mention anything about when prismatic crystal should be taken as far as multiple targets go, and if it's viable to use Icy Nova with it sometimes. However, in this case I agree with you, that TV's usage is missing from the guide, I'll poke our admins.
