Ret Pali Rotation Questions

My question is this.  I'm noticing that my Judgements and my Exorcisms are hitting for higher damage than my CS.  Should my rotation be changing to reflect that?  I've always prioritzed CS over those other two except now with the four piece proc, EX always first after HoW.

CS gains from mastery while Judgements and Excorcisms do not. CS actually hits for X + mastery%, shown has "hand of light" under your damage meter :)
