During execute phase, why execute over raging blow?

 

Execute is 350% damage for 30 rage and Raging Blow is 200% damage for 10 rage. If you are going to rage cap then Execute is more damage per global but it seems Raging Blow is a better use of your rage while you are under cap.

Because to use raging blow, you need to hit bloodthirst on cd to get a stack of raging blow, you don't for execute. You just have to keep enrage up for your mastery.
