5.2 Arcane haste build and gear question

The guide for arcane now states that if you are in tier 14 gear, you should continue with the mastery build. Tier 15, move to haste build and It gives you a link to check Mr Robot

So here's my questions:

1)Does it mean general gear from tier 14 or Tier pieces only. Currently my set bonus is tier 14 but all my other gear is 502 and higher.

2) The link to Mr Robot only prioritizes for Mastery and not haste. Where can i find haste weights so that i can set up AMR to have haste priority?

I found the following but it's a little old. Still accurate?

haste 2.75 softcap: .2917 weight :1

mastery: 2.49

crit: 1.67

I have the same question, i have 513 itlv, but i dont have the 4 piece set bonus yet.

Is Haste still better or it will be only when i have the set bonus?
