Simple rule of thumb for upgrades

Does someone know how much of an item level upgrade an item has to be when replacing a bis piece with a non bis? Say an 840 chest with Mastery/Haste for a 855 Crit/Versa, is 15 enough? 25? I just want a safe enough minimum item level, without having to sim. Thanks.
