MM and BM trinket question

1023 Agility, 865 Crit (ilvl 830) vs Hourglass of the unraveller (901 crit, chance on hit to increase AP by 5190 currently, ilvl 835)

Not entirely sure how often it procs, and if the proc would be an overall increase in damage as BM/MM or not.
