Here's the latest recap of blue posts. Expect a PTR Patch with lots of class changes to hit PTRs soon. Aside from that it deals with Mythic+, Karazhan pugs, Havoc Demon Hunters, Warlocks & Paladins.

Blue Posts

This is a summary of the latest blue posts which Blizzard has been answering lately. Some of them go back to the Legion Dev Q/A, where a player considered the Q/A discussion a touch meanspirited and a bit high handed.

I think the big problem is the balance discussion in the QA came over a bit high handed or even a touch meanspirited.
While it is likely not exactly as it was intended, the whole 'we know yall need buffs but if you become the top spec it will upset the peole who play that spec so no love for you' impression taken from the QA was sort of crappy, especially for people playing Elemental or Frost - who also dedicated a lot of time and AP
in the hopes that they would be buffed not to be better than Unholy or Enhance, but on par.

Dev Q&A and Class Balance

Sorry to hear that it came across that way. 

Just to be clear, I was trying to explain why we sometimes may seem conservative or slow with balance changes. Frost mages were used as an example of a spec that we do feel is currently lagging behind in raid and dungeon gameplay, but not by nearly as much as data from public log sites might suggest. It seems less disruptive to buff a spec incrementally, allowing time for the results of each change to play out and repeating if needed, rather than risking overshooting the mark. (And yes, we definitely have failed in this goal at times - post-launch rogue spec balance comes to mind.)

At the heart of balance concerns is the fact that people just want to be able to feel like they have a place in the endgame as their preferred class/spec, and we entirely share that goal. Class balance is an ongoing process, with new variables coming into play all the time, as item level increases, new trinkets, legendaries, and set bonuses enter the mix, players get deeper into their respective artifact trees, theorycraft evolves, etc.

The Q&A didn't delve into specific details because the exact list of changes is and was still evolving. There will be a new 7.1 build on PTR very shortly, and patch notes to follow. That patch contains some improvements for several of the specs that currently are currently underperforming (including both flavors of Frost). Those changes should in general move things in the right direction, but we'll be continuing to watch and adjust further as needed.

Another post talks about Karazhan pugs, what the required item level would be and why people looking for pugs are setting a minimum required item level to join that is way higher than the actual item level of a raid's Normal difficulty.

Karazhan Pug Item Level Requirement
That already happens in 5-man heroic and regular mythics runs.

There's nothing inherently wrong with having premade groups with inflated min ilvl requirements. 

The game gives players enough freedom for them to organize themselves in any way they want, it’s part of the social aspect of the game and extremely important for any mmorpg. 

Some geared players might just want to do a few fast runs and thus will use a very high minimum ilvl requirement on their heroic or mythic runs. 
Others (more altruistically) might instead put an even lower ilvl requirement than LFG has, just to help a few friends gear up more quickly than they’d do on their own.

In the end, nothing is stopping anyone from starting their own group with the ilvl requirement they feel is more appropriate for any particular content. It’s all in the hands of the player (save a few hard caps here and there).

Ninja-leaving of Mythic+ dungeons was already discussed in the latest Q/A and Blizzard can't find a way  to fix this without resulting in a big abuse of the system, which is why you should always play with players you know and communicate (use VoIP) to prevent ninja-leaves.

Mythic Keystones

This was one of the things touched on in the Q&A last week.

We definitely appreciate it's a frustrating experience having someone dropping mid-run from a keystone group. It's something we've been looking at but haven't yet come up with an alternative that wouldn't invite more serious abuse of the system.

If you can swap in other people, the party leader could theoretically replace people with his friends. If your keystone didn't deplete if someone dropped, it would invite people to ALT+F4 or drop as soon as something went wrong which reduces the associated challenge of a mythic keystone run - particularly at the higher end.

Keystones are plentiful right now, and if one run doesn't work out, then another one might. We like the social aspect of people finding new friends via the Pre-Made Groups finder who then link up later on to tackle higher difficulty keystones.

In an ideal world it's best to go with people you know, but realistically that's not always a possibility. That's why it's always a good idea to make sure everyone is on the same page at the start of the run, before the keystone is even used. If it's intended to be a 3 chest run, communicate it. If you're just going for the clear, communicate it, so you don't have someone drop mid-run because they wanted multiple chests. 

Again, we understand that it's a frustrating experience to be involved in, and it's something we're continually monitoring. There have been some interesting suggestions in this thread, so please keep those coming.

Paladin Crusade & Changes

CrusadeCrusade is the single talents that makes Retributions Paladins viable, don't change it!

What do you mean by "potentially incorrect datamined information"?

Up until the most recent PTR build, every datamined change was reflected on the PTR version. As of right now, Crusade isn't even functioning on the PTR, and the tooltip has reverted to the live version (except all of the numbers are replaced with 0).
I assume this is a PTR bug that you're seeing.


An update on this from the development team: we've reverted the change on PTR that folks were seeing from datamined information. Crusade will be staying the same in 7.1 as it is on live currently.

We may take another look at this skill in the future (design-wise), however, and when and if we do so we will look to the community for feedback.

Warlock Talent Changes
Got some answers from the development team on this.

The aim and ultimate goal of the swap is to create competition in the talent rows, with a secondary intent of adjusting tankiness and mobility overall. With this change (taking tuning into account), there should now be more interesting choices in some rows, instead of the usual feel of "mandatory-ness" that we've seen in this past cycle.

Demon Skin previously dwarfed its competition in nearly ever situation, and its combination with Dark Pact offered too much survivability.

With Demonic Circle, we heard the broad feedback about how it was missed when players had to opt-out of taking it because of better picks in its row. Now that it's lined up against more equally-powered and niche talents, we believe Demonic Circle will see more use overall.

Hope this answers some of your questions - I'm here for feedback and discussion on this.

Funny, when it came to class balance response I was one of the many who interpreted it as "well F you guys" glad to see political back petaling going on XD.

Even as a big fan of both Frost specs I didn't get the "F you" vibe from what Ion said in the live Q and A.  What I got out of it was that while Frost might be 25% behind Fire in logs, it might only be 10% behind of it were being played and theorycrafted at the same level as Fire.  They don't know the exact number though, so they want to take the safe approach and make small adjusrments because changing specs, or Metzen forbid mains, is a miserable experience at this point of the xpac.

I think that's just Ion's communication style.  Doesn't seem malicious, just not PR-oriented (and why would it be?  He's a coder)

      Due to a bug introduced with the War Within pre-patch, some players are receiving item level 250 gear from the weekly cache.
      We've seen numerous reports on Reddit and the official forums that the Last Hurrah weekly quest on live servers drop low-level gear for some players. Apparently, the bug was first introduced with the War Within pre-patch two weeks ago and still hasn't been fixed.
      Here's an example of a low item level drop from the Cache of Awakened Treasures by Omnifox.

      Week 2 brings quite a few changes, as Hunters in particular rise up, while Shadow has a really bad time. The top 3 remains the same and very consistent, so let's jump in and see what's going on.
      Warcraft Logs Points
      The below logs are based on POINTS, and not actual damage or healing, meaning they log the timed completion for the specs, with higher keys getting more points, obviously. The time in which the dungeon is completed is also a factor, but a much, much smaller one, as it grants very few points if you do it significantly faster than just any in-time completion. We're also using the Normalized Aggregate Scores numbers, for clarity, meaning the top spec is marked as 100 and then the rest are ranked in relation to that peak point.
      All Keys
      95th percentile DPS
      The top 3 remains quite stable with the Evoker-Paladin-Warrior trio reigning supreme. We see the first change of the week right after that though, as Frost DK continues its upward march in dungeons as well as in raids, taking 4th from Elemental. Both DKs are on the rise, as Unholy also moves a spot up, taking advantage of Shadow's precipitous 5-spot fall to the bottom of the top 10. Arms remains stable as two Hunters burst in, Beast Mastery taking 8th and Marksmanship 9th, as Frost Mage disappears down towards the bottom. Speaking of the bottom, Devastation gets some new roommates there, as Outlaw and Destruction fall and give Enhancement and Feral a break.

      All Percentiles
      As with the top percentiles, the top 3 remains solid, but 4th is immediately changed, thanks to Shadow's massive drop in performance this week. The Priest loses even more ground here, falling 9 spots into 13th, opening 4th up for Arms. Beast Mastery moves even higher here, grabbing 5th and moving in front of Elemental and Frost DK, as Marksmanship brings up the rear and completes the Hunter sandwich in 8th. Affliction breaks into the top 10, just ahead of Unholy which dropped to the final spot.

      Raw DPS U.GG DPS Rankings
      U.gg's rankings are based on actual DPS taken from Warcraft Logs data, focusing on the top players and span the past two weeks.
      Frost DK finds itself on top in the raw DPS rankings, as Augmentation isn't calculated properly here. Fury and Arms grab the next two spots, moving ahead of Ret, and the Fyr'alath wins continue in 5th, where Unholy finished the legendary axe streak. Even Survival joins the Hunter good times in 8th, where all three specs gather, just ahead of Balance who closes out the top 10.

      For the next two weeks, the Archaeology quest for Spirit of Eche'ro is available on live servers, so don't forget to get the rare mount before it's gone for 6 months!
      How to Get the Spirit of Eche'ro Mount
      1. Download MapCoords or some other add-os that displays coordinates in the game.
      2. Teleport to Azsuna from the Stormwind/Orgrimmar Portal Room or use your Dalaran Hearthstone to reach Dalaran (Legion) if you have one in your inventory.
      3. Seek out Archaeology Trainer Dariness the Learned in Dalaran at 41,26 and learn Archaeology if you already haven't.
      4. Accept The Right Path quest from the Archaeology Trainer and make your way to Thunder Totem in Highmountain.
      5. Talk to Lessah Moonwater to accept Laying to Rest. For the quest, you must collect 600 Bone Fragments of Eche'ro by rotating between four digsites in Highmountain. The exact locations with coords are outlined below.
      Digsite 1: Darkfeather Valley (50, 44) Digsite 2: Dragon's Falls (58, 72) Digsite 3: Path of Huin (44, 72) Digsite 4: Whitewater Wash (39, 65) it takes roughly around 2 hours to get the mount.
      Spirit of Eche'ro
      "The spirit of Huln Highmountain's pet moose."

      Hurry up! You only have until August 21, 2024, to get the mount!

      MoP Remix characters that will transfer over to retail will receive a gear boost!
      With Patch 11.0.2 now live on Public Test Realms, you can copy over MoP Remix characters from retail! It appears all MoP Remix characters will receive a character boost so you can dive straight into action when the War Within expansion launches.

      We can't unfortunately log in to the game with the MoP Remix char on the PTR so we can't confirm the Item Level of gear for max level characters. However, keep in mind that the gear boost will scale with your level, so if you're below max cap, you will receive gear appropriate to your current level.
      When Can We Expect MoP Remix Characters to Transfer to Retail?
      MoP Remix ends on August 19, so we assume the characters will need to be transferred to retail by August 22 when Early Access begins.
