Is SbtY bugged ?

So i got the leg bracers for outlaw, still getting used to the new rotation, i read once someone pointed out blizzard are sure taking their sweet time fixing Shoot between the eye bug, and i actually noticed i couldn't spam it properly when it was refreshed quicker thanks to the buff.

Sometimes i should be able to alternate between Run Through and SbtY every 2 GCD but the spell doesn't work and i have to go for Run through once more, is it a bug Blizzard is aware of ? Or is it on my end ?

Sorry bad english,

so i use my weapon skill, Saber Slash, SBTY, Saber slash, Run through, If i have the right buff, SBTY is like 4 sec cd, i use run through again, SBTY is refreshed, but i can't use it for some reasons.. I hear the sound of pistol shot, but the spell isn't used, my 5 CP aren't used either, i can spam it for like 2 or 3 seconds, it just doesn't work and i have to go for Run through instead.

I saw someone talking about that but i wasn't sure at the time. I'll try to make a short video when i get back home.
