Missing Might of Dalaran in Mage Hall?

Logged in today and found that the NPCs for the hall upgrade (Might of Dalaran) are missing.

Also, i am now unable to use my Focusing crystal to complete a WQ. Any other mages experiencing the same thing?

Checked the research and it shows its completed.
