Haste is the most valuable for Outlaw until you hit a certain point where you can regularly fill your GCDs with an ability, then it drops off pretty heavily. There isn't really a specific number. When you Sim your character, you'll see if you need some Haste or not. I would hazard a guess that 10% should be sufficient, but it depends on your other stats as well - if you're lacking a lot of Vers, for example, Vers is going to be more valuable than it would be otherwise.
