Using Zeal for single target with 4pc T19

I don't get the logic behind this choice. Why would you take Zeal over the Fires of Justice for pure single target fights? Why does having the 4pc make you want to take Zeal?

It's old info. Currently TFoJ give far more dps for single target, but with doubt, just sim it. It might be different per person. For me TFoJ sims ahead of Zeal atm. Also for multiple targets btw. Because I have the legendary cloak and get more Divine Storms out of it. + TFoJ feels better with Divine Hammer than it would with Zeal.

Sorry, I don't know how to "sim it". I have the belt and the cloak, so I'm guessing I should just take TFoJ then?

In short - probably not for single target.  The 4pc just made it plausible due to extra HP generation.
