Shadowstep over Cloak and Dagger

Why would Shadowstep be preferred over Cloak and Dagger when you need two actions to attack with Shadowstep over one with Cloak and Dagger and they do similar things? Granted you get a 2 second movement buff but if attacking is that useful.?

Shadowstep is off the global cooldown, and isn't limited to your vanish cooldown or the opening stealth. Ensuring uptime every 20 seconds is much more valuable than a gap closing effect with vanish.

Shadowstep can also be used to jump to friendly targets, useful for both repositioning purposes and for escaping boss mechanics quickly.
