Have both legendary belts, which should i use?

I have the crafted legendary belt, http://www.wowhead.com/item=146667&bonus=3530, socketed with 500 strength, and then i got this drop for my first actual legendary, http://www.wowhead.com/item=132441&bonus=3530, which is better?  Is it actually worth giving up 500 strength and 100 mastery for 30% chance of a rune back?  Sorry for not knowing how to properly link things, first time posting, but hey I'm trying!  Thank's for the advice <3

Legendary ring + non crafted belt are BY FAR the best single target dps legendaries, the crafted one does not even come close.
