Question about abilities after Whispers of Shaohao

so in the monk page it says where to put points first when you can start putting in extra points to earn Concordance of the Legionfall... however for me, where it says fill up on Mists of the Broken Temple first that ability doesn't let me add extra levels to it.  Is there something you have to do to open up all of the available extra point categories?

Yes, these are called "Empowered Artifact Traits" and to empower your artifact you need to complete a questline which starts on the Broken Shore and is obtainable there from Khadgar as soon as you have spent 35 points on your normal Artifact Weapon.

      I have a question to the Dimensional Rift.
      How does it works behind the scenes?
      I know already it doesn't work with Havoc but is it scalable with other effects like Eradication or Intpot?
      I think not because the weapon casts it and not the char but am I right?
      After theoriecrafting my head is booming and actually I'm confused xD
