Because none of the options in that tier are going to boost DPS in any meaningful way. That said, Prey on the Weak could potentially be useful, as there are occasions (in M+ in particular) where you might need to stun an add. Your damage will take a hit, but CC'ing an important target such as a healer or caster could be a significantly larger benefit to the group as a whole.
