Struggling with Sub spec, could use some help

The guide now shows the two rings being top tier legendaries. Any reason for this? Am I right in assuming its because youre shooting for the tier sets from the old set and new?

Yep. Using the double ring allows for T21 4 piece and T20 2 piece.
