What is the point of a cosmetic item that cant be used

I bought a "lovely black dress" of the market and cant use it with transmog. It is not class or race specific. It is purely cosmetic.. I also bought another wardrobe item that is now soulbound to me and I cannot use it either; when i visit the transmog I dont have any new items i can use. 

 

If anyone knows of a way.. please tell me.. and if there isnt a way to use it, whats the point of having it in the game!?

They're just there for RPers and people to use on level 1 characters for show.
