Quest Giver for Broken Isles...Need to re-start quest

 Does anyone know where the quest giver is to start this quest? (quest to get to Broken Isles) I had started this but due to a power outage I never completed it and some how It does not allow me to start at previous spot or start over, and I don't remember who quest giver was in order abandon quest and start over. Need Help Please.

Where did it actually abandon? In the scenario? In the main city?

 had just started and was half way through when my power went out. Now normally the game just starts you over at the start, but somehow I didn't. So this is why I would like to just start over. I'm a lvl 100 alliance warlock if that helps.
