It depends on what setup you are running, but there is no "max" haste. Instead, run with the idea of ratios between stats. For your talent setup, you'll want: Crit - 1 Haste - 0.8 Mastery - 0.65 Vers - 0.35 Please note, these are NOT stat weights.
