It currently has two locations in the Legion expansion, both of which are in Dalaran. The first location, which is accessible by all characters, is found by going into the World PvP zone in the Dalaran Underbelly. To access this zone, go down the ramp found next to the entrance to the Flight Point platform, Krasus' Landing. Once in the Underbelly, you can find Madam Goya here: The second location, accessible only by Rogues, is located in the Rogue Class Order Hall, marked on the map below: Note: You can access the BMAH via your Draenor Garrison through Zhang Yeoh, a BMAH representative, but you cannot make any bids from there. You must make bids in person at Madam Goya.
