Shadow Singed Fang vs Chrono Shard/ Neck Question

My Englisch is not the best so.. please be friendly XD

 

Well i got a Chrono Shard 960 out of my weekly with socket and i only have my Shadow Singed Fang at 945 is it worth to trade them? Because i dont have so much haste and the proc would give me 10% haste (or more). My current  values are this

And which Chain should i use? Haste/Mastery or Krit/Mastery?
