I believe so. I haven't played Outlaw much right yet as I'm on vacation and my playtime is limited, so I would say yes use it ST but don't let anything bad happen when you do. That means make sure you won't cap on energy, don't let procs expire, don't let RtB drop... That kind of thing. My assumption is that it would be better to use BtE or RT if you're full on CP, but if you have 3CP and won't cap Energy in the next few seconds you're probably fine Quote Share this post Link to post Share on other sites
