Heirlooms question

so i have the 3 heirloom pieces "head,back,legs"  head and legs add 20% xp combined and the back adds 5%... so while leveling in bfa , will i have an extra 25% xp boost from quests?

and everyone of these heirlooms is 0/3 ... how do i max it up? or the more quests i finish cap increases?

The bonus XP won't work if you are outside the scaling range (Level 1-60 at 0/3). To upgrade heirlooms and their scaling range, you buy tokens from the heirloom vendor in the Undercity's Rogues Quarter or Ironforge's Hall of Explorers, as well as some other places (read the guide for more information). Fully upgraded heirlooms will work up to level 110, so there is no point in getting them specifically for BfA content.
