It would see that any race that could gain that amount of primary stat on demand would be the new highest DPS race for almost every class that can play it. True?

Hard to tell, but usually racials aren't that strong a normal player would care about (otherwise they got nerved as we have seen it with bloodelf racial mass-silence). It's also questionable how frequently you can using and in raids, healers probably are much faster in dispells as you are in using this racial ? .
