Getting rep in Broken Isles at 120

Has anyone else come across an issue where you are already at 120 and cannot pick up quests in the Broken Isles to get Rep?  For Highmountain, I had to run the Dungeon about 15x, but there's no equivalent in Val Sharah.

Did you make sure you have 'view low-level quests' toggled on? They should appear with a slightly desaturated icon.
