Generally speaking, when leveling you will be going through a variety of weapons from quest rewards over time. Because of this, you should mostly just opt for whatever you have been offered at a higher item level. Since you only need to get one weapon at a time, 2h may be more convenient, but dual wielding a high item level mainhand with a lower item level offhand will also offer similar performance for most of your ability damage while you are waiting to get a better offhand.
