The Guide is currently under review in preparation for Patch 11.0.5. so I'll make sure to test it out and make changes as needed if it ends up not working correctly anymore. It increases the primary stat of the spec you play, so Strength, Agility, or Intellect, depending on which spec. For Assassination that means it will increase Agility. Hey, after some more testing, the talent still works perfectly fine for me and multiple people I asked to double-check this.
