Worst frost guide ever! I stacked crit and ignored hit just like you said, and my Dual Wield Frost dps completely tanked! I even equipped my best Cloth dps gear that I didn't DE when I was the only enchanter in the group, and race changed to Night Elf just to be like my idol Akraen. But alas, I am still not good enough.

 

Also where can I find this Nether Tempest spell? It isn't under frost spells, so I checked under blood and unholy also, and it wasn't in either of those.

I did some testing on this, and your results are slightly different than mine!

 

Ok, first of I did a phase-retrieval optical algorithm to determine the potential of hit. Easy example: g(xl) = Ul(xl) = mj(xj)exp[i0(x,)] where i = 11 We denote the wave front in the nth plane by Un(xn), but for compactness of notation we define Ul(x,) = g(xl) in the input p. Unll(Xnll) = exp(ianxnn+2)N Un(Xn) x eXP(i nXn')exp(-i27XnXn+ /N) = eXP(i-nXn~ l )c[un(Xn)exp(inXn )b where the discrete Fourier transform is given by 1 N-i Y9Un(xn)] = N I Un(Xn)eXP(-i21rXnXn

As you can clearly see from the proof provided above hit is indeed INFERIOR to all secondary stats.
