Refined Palate ( Theotar the Mad Duke )

Hey there,

Does Refined Palate of Theotar the Mad Duke and the Potion of Spiritual Clarity combine to each other?

Anyway Refined Palate gives the potions to long +100% between +200% longer? So if they combine together, then a mana user (healer) would stand still for 20-30 second to gain 20.000-30.000 mana?
