Legacy Raid Scaling Still Not Fixed on Live Servers: Soloing Raids Harder Than Before Shadowlands

It seems soloing old raids is still a problem on live servers, as players are reporting they're incapable of soloing bosses that were previously doable without any issues.

There are some problems related to Legacy raid scaling on live servers.

Players are reporting on Reddit they cannot solo raid bosses at level 60 and Item Level 191 in Shadowlands, even though the same encounters weren't a problem back at level 50 and Item Level 120 in Battle for Azeroth.

The issue also extends to older raids, not just Legion. The dog bosses in Mogu'shan Vaults now survive a full rotation, and the same goes for Black Temple.

According to reports, players are dealing the same amount of damage to bosses in Antorus as they do to Shadowlands mobs, compared to like 10 more in Emerald Nightmare.

Sloot yesterday talked to Game Director Ion Hazzikostas, who said they need specific examples where raid tuning feels off. Let's see if Blizzard fixes Legacy raid soloing!

I just don't think they care at the moment, with so much work to be done tuning Shadowlands for the next couple years.

Frankly, I don't really think they should devote any time or effort to something like this so early into the launch of a new expansion. The focus needs to be on the game people just paid for, not legacy content.

Well it can't take more than a couple of minutes to push a hotfix that reduces the damage of enemies inside a raid by X% if they are in need of a band-aid fix.

I'm not a coder, but haven't they broken game systems with smaller hotfixes before? Isn't it worth just letting the sleeping dog lay for now?

You have a buff in ICC that decreases enemy health and increases your damage, so they could do just that if they don't have enough time to fix scaling.

I guess so - I still stand behind my statement though, I'd rather they give 100% to Shadowlands right now.

They already hotfixed the BfA scaling, so your argument is invalid based on their own actions since SL launched.

They probably don't want people looking backwards at the moment, just forwards to the new stuff - so even if unintended I'm not sure they'll be in a rush to fix it!

To be fair, the idea of 190 vs 120 in this case is moot because of azerite gear and HOA necklace. So, you have to choose higher gear stats or lower gear stats with more powers (azerite and essences). Plus, we just underwent not one but two squishes (character and item level), so we are not particularly strong right now. Personally, I also like to farm legacy raids, but I don't think 190 is a very strong position to start farming yet. 190 isn't even heroic level yet, so we will get there eventually, even if it pains me to say it.

Understandable if it was BfA content, but those are raids from two expansions ago. In previous expansions such stuff would have been doable already.

Yes, theoretically. Unfortunately, our stats have taken a big hit since SL launch. I seem to recall my boomkin had about 30% crit., 30% haste, 5% vers., 20% mastery, and now I have 20% crit., 15% haste, 5% vers., 16% mastery, so only our primary stats have increased. If it wasn't for the combination of both covenant ability and essence, I would barely have noticed the increase in power when I go back to Azeroth.

Also, I have a feeling that, somehow, legion raids are classified as similar in power to bfa. I suspect it is due to the artifact weapon scaling issue. If I am not mistaken, the artifact weapon can be boosted to nearly ilvl. 80 through weapon relics from mythic Antorus whereas the LFG Nya'lotha rewards ilvl 85 gear.

My boomkin soloed mythic Underrot with HOA necklace last week and mythic Nighthold 1-3 without HOA today. I actually felt that mythic Underrot is easier than mythic Nighthold, so either scaling issue or HOA power. Both were doable but the presence of HOA makes a significant difference on health level (about 20%), survivability, and damage output (vision of perfection, worldvein, etc)

TLDR: Legion = BFA without powers* <~ BFA with essences and 130 azerite gear <= Shadowlands, so difficulty would be higher.
So yes, we may need scaling or we may need higher item levels.

I remember BfA had initially some strange scaling during leveling. For example, I was able to kill some rares before max level, but after reaching it, I needed like 2 players to help me. It was rather weird, when leveling actually made me feel weaker.

For Legion content I assume some tuning like simply lowering some hp and damage should be enough. They need to remove artifacts out of equation, since these are legacy items.

I suggested that they most likely have a larger priority list regarding the new expansion, I was not making an argument against or for anything.

Considering they pushed out a sloppy fix to the BFA scaling and Legion scaling is still off, I'm going to AGAIN assume they aren't dedicating a lot of resources to tuning legacy content right now.

Again, I am making an assumption - not an argument. I can link definitions to both words for you if you need further clarification.

My problem is, I have a ton of old chain quests for old raids that I don't want to drop, but I need to get them out of my log. Its been driving me nuts so I tried to finish some off last night to make room. 

I went to emerald nightmare to finish one, got nuked by first boss. Last xpack I was able to kill the boss in less than 30 seconds before nuke goes off. 😞

Guess I'll just have to keep holding on to these and deal with the lack of quests I can take til they get this figured out.

Nah I'm good, you're the same dude who didn't understand that the Warrior changes already went live 3 days ago when we had realm restarts, and commented the same question on a couple posts, pretty sure I don't need you to explain anything.

They didn't go live three days ago when they were announced. The post said that they were going live on the 15th with restarts, which was today. The original post also said the changes were ongoing and may be different when finalized. 

Then, they made another post today in which the changes were left off (presumably, at this point, by accident). I was seeking clarification that this was indeed a mistake/typo and not that the changes were dropped all together. As I was looking to quickly ascertain the status of the changes, I posed the question across a variety of venues in order to increase odds of response.

Also, I wasn't going to explain anything further to you, but rather provide you with additional resources from which to better understand the conversation. As I did not write any of the content for any virtual or printed dictionary, simply providing you with the resource would not qualify as giving you my own explanation.

Fair enough. But people who pay for subscription doesn't only pay for Shadowlands. They pay for Molten Core, Black Temple, Firelands etc. Because new content is out, doesn't mean that they should stop caring about the old content. I for one, like doing old content even if new one is just released. Been looking forward to do solo Mythic Legion raids, and is very dissapointed about the fact it is impossible for me.

Same - currently my solution is that I'm making sure not to level any characters to 60 until I'm done with all that since pre-60 old raids are still pretty doable. But that basically makes me not play the new content, so most likely not what Blizz would want... nor what I would want if I was more active a raider.

Then why did they leave the legacy requirements to unlock the additional races? I want to look forward, but I also never got to unlock the Kul Tiran or Mechagnomes because I started bfa late in the game.

      Due to a bug introduced with the War Within pre-patch, some players are receiving item level 250 gear from the weekly cache.
      We've seen numerous reports on Reddit and the official forums that the Last Hurrah weekly quest on live servers drop low-level gear for some players. Apparently, the bug was first introduced with the War Within pre-patch two weeks ago and still hasn't been fixed.
      Here's an example of a low item level drop from the Cache of Awakened Treasures by Omnifox.

      Week 2 brings quite a few changes, as Hunters in particular rise up, while Shadow has a really bad time. The top 3 remains the same and very consistent, so let's jump in and see what's going on.
      Warcraft Logs Points
      The below logs are based on POINTS, and not actual damage or healing, meaning they log the timed completion for the specs, with higher keys getting more points, obviously. The time in which the dungeon is completed is also a factor, but a much, much smaller one, as it grants very few points if you do it significantly faster than just any in-time completion. We're also using the Normalized Aggregate Scores numbers, for clarity, meaning the top spec is marked as 100 and then the rest are ranked in relation to that peak point.
      All Keys
      95th percentile DPS
      The top 3 remains quite stable with the Evoker-Paladin-Warrior trio reigning supreme. We see the first change of the week right after that though, as Frost DK continues its upward march in dungeons as well as in raids, taking 4th from Elemental. Both DKs are on the rise, as Unholy also moves a spot up, taking advantage of Shadow's precipitous 5-spot fall to the bottom of the top 10. Arms remains stable as two Hunters burst in, Beast Mastery taking 8th and Marksmanship 9th, as Frost Mage disappears down towards the bottom. Speaking of the bottom, Devastation gets some new roommates there, as Outlaw and Destruction fall and give Enhancement and Feral a break.

      As with the top percentiles, the top 3 remains solid, but 4th is immediately changed, thanks to Shadow's massive drop in performance this week. The Priest loses even more ground here, falling 9 spots into 13th, opening 4th up for Arms. Beast Mastery moves even higher here, grabbing 5th and moving in front of Elemental and Frost DK, as Marksmanship brings up the rear and completes the Hunter sandwich in 8th. Affliction breaks into the top 10, just ahead of Unholy which dropped to the final spot.

      U.gg's rankings are based on actual DPS taken from Warcraft Logs data, focusing on the top players and span the past two weeks.
      Frost DK finds itself on top in the raw DPS rankings, as Augmentation isn't calculated properly here. Fury and Arms grab the next two spots, moving ahead of Ret, and the Fyr'alath wins continue in 5th, where Unholy finished the legendary axe streak. Even Survival joins the Hunter good times in 8th, where all three specs gather, just ahead of Balance who closes out the top 10.

      For the next two weeks, the Archaeology quest for Spirit of Eche'ro is available on live servers, so don't forget to get the rare mount before it's gone for 6 months!
      How to Get the Spirit of Eche'ro Mount
      1. Download MapCoords or some other add-os that displays coordinates in the game.
      2. Teleport to Azsuna from the Stormwind/Orgrimmar Portal Room or use your Dalaran Hearthstone to reach Dalaran (Legion) if you have one in your inventory.
      3. Seek out Archaeology Trainer Dariness the Learned in Dalaran at 41,26 and learn Archaeology if you already haven't.
      4. Accept The Right Path quest from the Archaeology Trainer and make your way to Thunder Totem in Highmountain.
      5. Talk to Lessah Moonwater to accept Laying to Rest. For the quest, you must collect 600 Bone Fragments of Eche'ro by rotating between four digsites in Highmountain. The exact locations with coords are outlined below.
      Digsite 1: Darkfeather Valley (50, 44) Digsite 2: Dragon's Falls (58, 72) Digsite 3: Path of Huin (44, 72) Digsite 4: Whitewater Wash (39, 65) it takes roughly around 2 hours to get the mount.
      Spirit of Eche'ro
      "The spirit of Huln Highmountain's pet moose."

      Hurry up! You only have until August 21, 2024, to get the mount!

      MoP Remix characters that will transfer over to retail will receive a gear boost!
      With Patch 11.0.2 now live on Public Test Realms, you can copy over MoP Remix characters from retail! It appears all MoP Remix characters will receive a character boost so you can dive straight into action when the War Within expansion launches.

      We can't unfortunately log in to the game with the MoP Remix char on the PTR so we can't confirm the Item Level of gear for max level characters. However, keep in mind that the gear boost will scale with your level, so if you're below max cap, you will receive gear appropriate to your current level.
      When Can We Expect MoP Remix Characters to Transfer to Retail?
      MoP Remix ends on August 19, so we assume the characters will need to be transferred to retail by August 22 when Early Access begins.
