Rogue Class Changes in Patch 9.1 Build 38394

Rogues received plenty of class changes in Patch 9.1 Build 38394. Many abilities were updated, new Legendary Powers added, along with new PvP talents. As a result, many PvP talents were removed, and more. Check out our overview of Rogue class changes to find out more.

Rogue

Baseline

  • Feint Feint - Performs an evasive maneuver, reducing damage taken from area-of-effect attacks by 40% for 5 6 sec.
  • Tricks of the Trade Tricks of the Trade - Increases you and the target's damage by 10% 15%, and redirects all threat you cause to the targeted party or raid member, beginning with your next damaging attack within the next 30 sec and lasting 6 sec.
  • Elusiveness Elusiveness (Level 35 Talent) - Feint also reduces all damage you take from non-area-of-effect attacks by [ 30 + 25% of Spell Power ]% for 5 6 sec.

Outlaw

  • Blade Flurry Blade Flurry damage transferred from single-target attacks increased by 50% in PvP.

Subtlety

  • Shuriken Storm Shuriken Storm (Rank 2) - Shuriken Storm has an additional 15% chance to crit, and its critical strikes apply Find Weakness for 6 sec.
  • Backstab Backstab - Stab the target, causing [ 41.11% 49.33% of Attack Power ] Physical damage. Damage increased by 20% when you are behind your target, and critical strikes apply Find Weakness for 6 sec.
  • Black Powder Black Powder - Finishing move that launches explosive Black Powder at up to 8 nearby targets dealing Physical damage. Targets with your Find Weakness suffer an additional 50% 40% damage as Shadow.

    • 2 points: [ 12% [ 16% of Attack Power ] damage
    • 3 points: [ 18% [ 24% of Attack Power ] damage
    • 4 points: [ 24% [ 32% of Attack Power ] damage

  • Deeper Stratagem
    • 1 point : [ 6% [ 8% of Attack Power ] damage
    • 2 points: [ 12% [ 16% of Attack Power ] damage
    • 3 points: [ 18% [ 24% of Attack Power ] damage
    • 4 points: [ 24% [ 32% of Attack Power ] damage
    • 5 points: [ 30% [ 40% of Attack Power ] damage
    • 6 points: [ 36% [ 48% of Attack Power ] damage
  • Black Powder Black Powder (Rank 2) now causes targets with Find Weakness to suffer an additional 40% Shadow damage.
  • Gloomblade Gloomblade (Level 15 Talent) - Punctures your target with your shadow-infused blade for [ 47.15% 56.58% of Attack Power ] Shadow damage, bypassing armor. Critical strikes apply Find Weakness for 6 sec.

Legendary Powers

  • Obedience Obedience (NEW) - Flagellation now also increases your Versatility by 1%. Each combo point spent while Flagellation is active decreases it's cooldown by 1 sec.
  • Deathspike Deathspike (NEW)  - Serrated Bone Spike has 2 additional charges and hits 2 additional nearby enemies.
  • Resounding Clarity Resounding Clarity (NEW) - Echoing Reprimand now animacharges 4 combo points.
  • Toxic Onslaught Toxic Onslaught (NEW) - Your ability used from Stealth while Sepsis is active grants you one of Shadow Blades, Adrenaline Rush, or applies Vendetta to your current target for 8 sec.

PvP Talents

  • Honor Among Thieves Honor Among ThievesMind-numbing Poison Mind-numbing PoisonCheap Tricks Cheap TricksPlunder Armor Plunder ArmorCold Blood Cold Blood PvP Talents have been removed.
  • Intent to Kill Intent to Kill - Shadowstep's cooldown is reduced by 66% 90% when used on a target
  • marked by your Vendetta.
  • Silhouette Silhouette - Shadowstep's cooldown is reduced by 50% 67% when cast on a friendly target.
  • Dagger in the Dark Dagger in the Dark - Each second while Stealth is active, nearby enemies within 20 12 yards take an additional 10% 5% damage from your next Shadowstrike for 10 sec. Stacks up to 10 times.
  • Take Your Cut Take Your Cut Roll the Bones / Slice and Dice grants allies within 8 yards 15% Haste for 8 sec when cast. Roll the Bones / Slice and Dice also grants 15% Haste for 8 sec to allies within 15 yds.
  • Maneuverability Maneuverability - Sprint removes all root effects and suppresses all movement-impairing movement-slowing effects for 4 sec when used.
  • Thick as Thieves Thick as Thieves Your Tricks of the Trade now increases your and the friendly target's damage by 10% for 6 sec. Tricks of the Trade now increases the friendly target's damage by 15% for 6 sec.
  • Shadowy Duel Shadowy Duel - You lock your target into a duel contained in the shadows, removing both of you from the eyes of onlookers for 6 5 sec.
  • Boarding Party Boarding Party - Between the Eyes increases the movement speed of all friendly players within 10 15 yards by 30% for 5 6 sec.
  • Thief's Bargain Thief's Bargain (NEW) - The cooldowns of Shadow Blades, Vanish, and Feint are reduced by 33%, but using one reduces your damage by 10% for 6 sec.
  • Drink Up Me Hearties Drink Up Me Hearties (NEW) - Crimson Vial restores 5% additional maximum health and grants 60% of its healing to allies within 15 yds.
  • Float Like a Butterfly Float Like a Butterfly (NEW) - Restless Blades now also reduces the remaining cooldown of Evasion and Feint.
  • Enduring Brawler Enduring Brawler (NEW) - Every 3 sec you remain in combat, gain 1% Stamina and chance for Sinister Strike to hit an additional time. Lose 1 stack each second while out of combat. Max 20 stacks.
  • Creeping Venom Creeping Venom (NEW) - Your Envenom applies Creeping Venom, reducing the target's movement speed by 5% for 4 sec. Creeping Venom is reapplied when the target moves. Max 18 stacks.
  • Distracting Mirage Distracting Mirage (NEW) - Distract slows affected enemies by 30% and creates a Mirage that follows an enemy for 8 sec. Reactivate Distract to teleport to your Mirage's location.
  • Control is King Control is King (NEW) - Cheap Shot grants Slice and Dice for 15 sec and Kidney Shot restores 15 Energy per combo point spent.

      Increased Flightstone and upgrade Crest drop rates in the event. Reduced the HP scaling on all event bosses so that they should be killable in a more-reasonable timeframe.       Fixed an issue where Faerie Fire did not deal intended amounts of threat when used on NPCs targeting another unit.

      Due to a bug introduced with the War Within pre-patch, some players are receiving item level 250 gear from the weekly cache.
      We've seen numerous reports on Reddit and the official forums that the Last Hurrah weekly quest on live servers drop low-level gear for some players. Apparently, the bug was first introduced with the War Within pre-patch two weeks ago and still hasn't been fixed.
      Here's an example of a low item level drop from the Cache of Awakened Treasures by Omnifox.

      Week 2 brings quite a few changes, as Hunters in particular rise up, while Shadow has a really bad time. The top 3 remains the same and very consistent, so let's jump in and see what's going on.
      Warcraft Logs Points
      The below logs are based on POINTS, and not actual damage or healing, meaning they log the timed completion for the specs, with higher keys getting more points, obviously. The time in which the dungeon is completed is also a factor, but a much, much smaller one, as it grants very few points if you do it significantly faster than just any in-time completion. We're also using the Normalized Aggregate Scores numbers, for clarity, meaning the top spec is marked as 100 and then the rest are ranked in relation to that peak point.
      All Keys
      95th percentile DPS
      The top 3 remains quite stable with the Evoker-Paladin-Warrior trio reigning supreme. We see the first change of the week right after that though, as Frost DK continues its upward march in dungeons as well as in raids, taking 4th from Elemental. Both DKs are on the rise, as Unholy also moves a spot up, taking advantage of Shadow's precipitous 5-spot fall to the bottom of the top 10. Arms remains stable as two Hunters burst in, Beast Mastery taking 8th and Marksmanship 9th, as Frost Mage disappears down towards the bottom. Speaking of the bottom, Devastation gets some new roommates there, as Outlaw and Destruction fall and give Enhancement and Feral a break.

      All Percentiles
      As with the top percentiles, the top 3 remains solid, but 4th is immediately changed, thanks to Shadow's massive drop in performance this week. The Priest loses even more ground here, falling 9 spots into 13th, opening 4th up for Arms. Beast Mastery moves even higher here, grabbing 5th and moving in front of Elemental and Frost DK, as Marksmanship brings up the rear and completes the Hunter sandwich in 8th. Affliction breaks into the top 10, just ahead of Unholy which dropped to the final spot.

      Raw DPS U.GG DPS Rankings
      U.gg's rankings are based on actual DPS taken from Warcraft Logs data, focusing on the top players and span the past two weeks.
      Frost DK finds itself on top in the raw DPS rankings, as Augmentation isn't calculated properly here. Fury and Arms grab the next two spots, moving ahead of Ret, and the Fyr'alath wins continue in 5th, where Unholy finished the legendary axe streak. Even Survival joins the Hunter good times in 8th, where all three specs gather, just ahead of Balance who closes out the top 10.

      For the next two weeks, the Archaeology quest for Spirit of Eche'ro is available on live servers, so don't forget to get the rare mount before it's gone for 6 months!
      How to Get the Spirit of Eche'ro Mount
      1. Download MapCoords or some other add-os that displays coordinates in the game.
      2. Teleport to Azsuna from the Stormwind/Orgrimmar Portal Room or use your Dalaran Hearthstone to reach Dalaran (Legion) if you have one in your inventory.
      3. Seek out Archaeology Trainer Dariness the Learned in Dalaran at 41,26 and learn Archaeology if you already haven't.
      4. Accept The Right Path quest from the Archaeology Trainer and make your way to Thunder Totem in Highmountain.
      5. Talk to Lessah Moonwater to accept Laying to Rest. For the quest, you must collect 600 Bone Fragments of Eche'ro by rotating between four digsites in Highmountain. The exact locations with coords are outlined below.
      Digsite 1: Darkfeather Valley (50, 44) Digsite 2: Dragon's Falls (58, 72) Digsite 3: Path of Huin (44, 72) Digsite 4: Whitewater Wash (39, 65) it takes roughly around 2 hours to get the mount.
      Spirit of Eche'ro
      "The spirit of Huln Highmountain's pet moose."

      Hurry up! You only have until August 21, 2024, to get the mount!

      MoP Remix characters that will transfer over to retail will receive a gear boost!
      With Patch 11.0.2 now live on Public Test Realms, you can copy over MoP Remix characters from retail! It appears all MoP Remix characters will receive a character boost so you can dive straight into action when the War Within expansion launches.

      We can't unfortunately log in to the game with the MoP Remix char on the PTR so we can't confirm the Item Level of gear for max level characters. However, keep in mind that the gear boost will scale with your level, so if you're below max cap, you will receive gear appropriate to your current level.
      When Can We Expect MoP Remix Characters to Transfer to Retail?
      MoP Remix ends on August 19, so we assume the characters will need to be transferred to retail by August 22 when Early Access begins.
