PPM is a method of normalizing an event across weapon speeds such that faster weapons are not massively favored. 6 ppm on a theoretical weapon that has a 10s swing speed will have a proc every single swing. 6 ppm on a more reasonable weapon with a 2.5s swing speed will have a 25% proc. Thank you for the input, I could have worded that better for sure but was trying to put an emphasis on what made each seal better and why.
