Blizzard has updated the 9.1.5 notes with a section about transmog appearances being learned when the item is used, and the correct PvP item level table.

World of Warcraft Version 9.1.5 PTR

Allied Races

  • New character customization options for Nightborne, Lightforged Draenei, and Void Elves.
    • Developers’ note: The PTR character copy may result in characters looking different while we work to hook up the new customizations.
  • The dungeon quests for unlocking Kul Tiran humans, Mechagnomes, and Dark Iron Dwarves are no longer required. After accepting the dungeon quest, speak to the NPC again to choose to skip the quest.

Art

  • Added weather effects in Stormwind and Orgrimmar.

Classes

  • All cooldowns of 2 minutes or longer now reset at the end of raid encounters or when starting a Mythic+ dungeon (was 3 minutes or longer cooldowns). This does not apply to Shaman’s Reincarnation or Warlock’s Ritual of Doom.

  • The following area-of-affect abilities are no longer maximum target capped and instead deal reduced damage beyond 5 targets: (These features will be available in a later PTR build)

    • Developers’ note: With the launch of Shadowlands, we reduced the maximum number of targets that several abilities could hit specifically to address a few gameplay problems related to pulling a large number of enemies in dungeons. Players often refer to these changes as the “AOE target cap.” Our intention was to reduce the effectiveness of burst AOE buttons against large target counts (i.e. 15-20 enemies) while also increasing their effectiveness against fewer targets (e.g. 3-5 enemies) and communicating that strength clearly in the tooltips. The abilities that remained “uncapped” were generally ones that offered lower damage over a longer period of time (e.g. Blizzard or Consecration). Along with other changes, we set out to move away from “pull as many enemies as possible, use all your cooldowns and delete them” as the predominant strategy across various forms of content.

We’ve received a lot of feedback that these abilities not hitting enemies in their range in any way creates a feel problem for WoW combat but is also an issue for trivial encounters like farming legacy content. For many of the abilities that underwent the change from uncapped to a strict target cap in 9.0, we’re converting the damage to “reduced damage beyond 5 targets.” This means that the ability will deal full damage against 5 targets, then reduced damage to each additional target beyond 5. This means that while the overall damage done by the ability increases with the number of targets, the individual damage done to each target will decrease. This solution means these abilities and their relative classes will still have a very strong niche against packs of 4-6 enemies. As always, tuning will change as a result of this shift over the next few weeks based on your feedback from the PTR.

Both the Covenant switching and the use of cosmetic rewards will also apply to alts once the Renown threshold is reached on one character. (This feature will be available in a later PTR build)

    • Option to Soulshape and Crittershape into randomly collected appearances.
  • Sanctums
    • Adventures
      • Maw missions unlocked by maximum adventurer level appear more often and are gated by fewer requirements.

      • All seeds now stack to 200 (was 20).
      • All previous locations that award uncommon quality seeds now award rare quality seeds.
    • Redeemed Souls
      • All players will now have the 20 Redeemed Souls version of the weekly quest “Return Lost Souls” regardless of Renown level.

Dungeons and Raids

  • Timewalking (These features will be available in a later PTR build)
    • New: Legion Timewalking
      • This event will run for two weeks the first time it runs within the game and then will resume a regular one week schedule for subsequent bonus events.
      • Timewalking Dungeons: Black Rook Hold, Eye of Azshara, Darkheart Thicket, Vault of the Wardens, Neltharion’s Lair, and Court of Stars.
    • The list of available dungeons during Timewalking holidays has been adjusted.
  • Timeworn Keystones (This feature will be available in a later PTR build)
    • While Legion Timewalking is active, players can speak to Ta’hsup in Oribos to acquire a Timeworn Keystone, allowing access to max-level, Mythic+ difficulty for the 6 Legion dungeons.
    • Legion Mythic+ dungeons accessed in this way have their own set of affixes, reward loot of the same item level as Shadowlands Mythic+ dungeons, and count toward weekly Great Vault reward options.
      • Items acquired from Legion Mythic+ dungeons can be upgraded with Valor points, but will not appear in the Great Vault.
  • Legacy loot rules are now in place for Battle for Azeroth raids and dungeons. These encounters will now drop a fixed quantity of class-agnostic loot, regardless of group size.
  • The prompt to enter into the Timewalking Campaign random dungeon queue for all expansions will now occur after 5 minutes in the queue (was 15 minutes).

Island Expeditions and Warfronts

  • You are now able to set sail on a Normal, Heroic, or Mythic Island Expedition alone or with a party of up to three players. Speak with Captain Rez’okun in Dazar’alor (Horde) or Flynn Fairwind in Boralus (Alliance) to begin your solo seafaring voyage!
  • Lowered the amount of players required to queue for Normal Battle for Stromgarde and Battle for Darkshore Warfronts to 5 (was 15).

Items and Rewards

  • Players now only need to complete the achievement Breaching the Tomb on one character per account to begin the Legion class mount quests on the Broken Shore. Each character must still complete their class hall campaign, complete quests, and recruit their final order hall champion.
  • Show off your complete transmog outfit to chat or online by easily sharing a link to it from the Dressing Room. Players will be able to mouse-over these items to see how they can be collected, if they’ve already collected the appearance, or if it’s an appearance that is accessible to the character viewing it.
  • The transmogrification appearance of cosmetic items is now learned when the item is used.
  • A new rank of heirloom gear has been added and all heirloom gear is now usable in Shadowlands and outside of Threads of Fate. (These features will be available in a later PTR build)
  • Heirloom Scouting Maps that instantly explore all areas and grant all viable flight paths to your alt are now available for all expansions (was only Kalimdor and Eastern Kingdoms).

Korthia and the Maw

  • Completing quests from Archivist Roh-Suir will provide access to an Anima Diverter within Korthia where Anima can be directly deposited.

Player versus Player

  • Lower item-level PvP gear will now scale to a higher item-level in PvP situations than before. This should reduce the power level gap so that new characters can feel that they’re able to compete in Battlegrounds and Arenas more readily. This change will not affect high item-level PvP gear.

  • Additional PvP Titles and Item Level Ranks have been added to provide a more granular upgrade path for players climbing up the ranks.

New Rating Rated PvP Title Item Level iLvl in PvP
      Rank 1 Unranked 220 233

Quests

Please note that to enable the skip, you will need to have logged into a level 60 character who has completed the Maw introduction first to earn the new achievement Stand as One.

Runecarving

  • The Runecarver will now offer to destroy an existing legendary item and return all of the Soul Ash or Soul Cinders that were spent to create the item. (This feature will be available in a later PTR build)
  • Drop rates for Runecarving recipes increased to 100% drop rate on any difficulty.

  • Tal-Inara now offers a PvP Battlegrounds daily quest for experience and gear.
  • Threads of Fate Bonus Objectives are now significantly shorter and award Renown.
  • Threads of Fate Zone Objectives now reward higher item level gear and anima.

User Interface and Accessibility

  • Updated the requirements to participate in the newcomer guide system, players can now opt-in after completing 3000 quests and reaching max-level.
  • Improved gamepad compatibility, including support for touchpad and gyro.
  • Mythic+ and PvP Ratings can now be shared through a chat link with Shift-Click.
  • Item Upgrade UI has been reworked.
  • Improved Chat Reporting Feedback
    • In 9.1.5, we’re adding confirmations for players who report misbehavior in chat, as well as for those who are likely to be reported.
    • When you report a player for verbal harassment or other disruptive chat in-game, we will notify you when action is taken against the player.
    • When we notice that your behavior has moderately changed for the worse, we will send you a warning message so that you can modify your behavior before receiving a penalty.
    • In cases where acutely inappropriate behavior is observed, the system may skip warning the player and take action immediately.
  • Group Finder Improvements
    • PvP Rating will now display when browsing for Rated PvP entries and in the applicant window.
    • Accounts now require an attached Battle.net Authenticator to post custom text when listing a group for Dungeons, Raids, or Rated PvP activities. All players may still search for and join others’ groups.
      • Developers’ note: A Group Finder that’s full of advertisements bothers us as much as it does you, but a challenge we’ve faced in trying to eliminate those ads is that they are often posted by compromised accounts or other throwaway accounts, such that penalties incurred by in-game reporting have not proven to be an effective deterrent. And regardless, relying on reports still means that some number of players have their experience disrupted by the spam before it gets reported. The Battle.net Authenticator is available for mobile devices and is a simple and convenient way to secure your World of Warcraft account, but if you prefer not to use it for whatever reason, you will still be able to post groups that will have descriptions auto-populated (e.g. based on raid name and difficulty selected in UI dropdowns, or derived from the Mythic Keystone currently in your bags). Our goal is to clean up the Group Finder while trying to minimize the inconvenience to ordinary players.
    • Search now allows a numeric range (i.e. search “5-9” finds M+ key levels from 5 to 9).
    • Autofill group finder information based on the creator’s keystone. The information can still be manually entered.
    • Group creators can now set a minimum Mythic+ or PvP rating requirement for applicants.
    • Group creators can now select a playstyle to set expectations for their group.
  • Summon Random Favorite Mounts will now summon a random mount if no mounts are favorited.
  • Added a flying mount filter in the Mount Collection.
  • New Transmogrifier cursor icon.
  • New default backpack bag icon.
  • Reporters will receive a message when their report results in action being taken. Offenders will receive a message of any current and future penalties if their behavior is not corrected.
  • Text-to-Speech settings saved on server and added an option to also save the settings account-wide.
  • Option to add voice transcription output to any chat frame and change the font color.

2 questions:

Will this mean that Kyrian will be best for Enh Shaman?

And will the new Travel forms be Covenant inspired? They could have updated the Troll flying form, since it's still a Vanilla model

We have another triple entry in the hotfix ledger, as Radiant Echoes gets more improvements in retail, while Season of Discovery and Cata Classic get additional class changes.
       August 7  (Source)
      Player-characters
Steady Flight should no longer be removed after entering an Arena. Quests
We tuned up the Prototype Shredder MK-03 so that “Eye for an Eye” can be completed. Radiant Echoes Event
Increased Flightstone and upgrade Crest drop rates in the event. Reduced the HP scaling on all event bosses so that they should be killable in a more-reasonable timeframe. Developers’ notes: This includes both ‘minibosses’ (e.g. Hogger, Thorim) and final bosses (e.g. Remembered Onyxia, Ragnaros). Season of Discovery
Hunter Heart of the Lion once again has a 100 yard range. Warrior The Focused Rage rune will now correctly reduce the cost of Meathook by 3. Cataclysm Classic
Fixed an issue where Faerie Fire did not deal intended amounts of threat when used on NPCs targeting another unit.

Due to a bug introduced with the War Within pre-patch, some players are receiving item level 250 gear from the weekly cache.
We've seen numerous reports on Reddit and the official forums that the Last Hurrah weekly quest on live servers drop low-level gear for some players. Apparently, the bug was first introduced with the War Within pre-patch two weeks ago and still hasn't been fixed.
Here's an example of a low item level drop from the Cache of Awakened Treasures by Omnifox.

Week 2 brings quite a few changes, as Hunters in particular rise up, while Shadow has a really bad time. The top 3 remains the same and very consistent, so let's jump in and see what's going on.
      Warcraft Logs Points
The below logs are based on POINTS, and not actual damage or healing, meaning they log the timed completion for the specs, with higher keys getting more points, obviously. The time in which the dungeon is completed is also a factor, but a much, much smaller one, as it grants very few points if you do it significantly faster than just any in-time completion. We're also using the Normalized Aggregate Scores numbers, for clarity, meaning the top spec is marked as 100 and then the rest are ranked in relation to that peak point.
      All Keys
      95th percentile DPS
The top 3 remains quite stable with the Evoker-Paladin-Warrior trio reigning supreme. We see the first change of the week right after that though, as Frost DK continues its upward march in dungeons as well as in raids, taking 4th from Elemental. Both DKs are on the rise, as Unholy also moves a spot up, taking advantage of Shadow's precipitous 5-spot fall to the bottom of the top 10. Arms remains stable as two Hunters burst in, Beast Mastery taking 8th and Marksmanship 9th, as Frost Mage disappears down towards the bottom. Speaking of the bottom, Devastation gets some new roommates there, as Outlaw and Destruction fall and give Enhancement and Feral a break.

Mythic+ All Keys 95th Percentile Data by Warcraft Logs.
      All Percentiles
As with the top percentiles, the top 3 remains solid, but 4th is immediately changed, thanks to Shadow's massive drop in performance this week. The Priest loses even more ground here, falling 9 spots into 13th, opening 4th up for Arms. Beast Mastery moves even higher here, grabbing 5th and moving in front of Elemental and Frost DK, as Marksmanship brings up the rear and completes the Hunter sandwich in 8th. Affliction breaks into the top 10, just ahead of Unholy which dropped to the final spot.

Mythic+ All Keys All Percentile Data by Warcraft Logs.
      Raw DPS U.GG DPS Rankings
U.gg's rankings are based on actual DPS taken from Warcraft Logs data, focusing on the top players and span the past two weeks.
Frost DK finds itself on top in the raw DPS rankings, as Augmentation isn't calculated properly here. Fury and Arms grab the next two spots, moving ahead of Ret, and the Fyr'alath wins continue in 5th, where Unholy finished the legendary axe streak. Even Survival joins the Hunter good times in 8th, where all three specs gather, just ahead of Balance who closes out the top 10.
Mythic+ All Keystone DPS rankings by u.gg.

For even more in-depth data for each individual key head on over to Warcraft Logs. And if you're interested in more info on the specs themselves you can always check out our class guides (updated for the pre-patch), as well as our Mythic+ guides and Mythic+ tier list.

For the next two weeks, the Archaeology quest for Spirit of Eche'ro is available on live servers, so don't forget to get the rare mount before it's gone for 6 months!
How to Get the Spirit of Eche'ro Mount
      1. Download MapCoords or some other add-os that displays coordinates in the game.
      2. Teleport to Azsuna from the Stormwind/Orgrimmar Portal Room or use your Dalaran Hearthstone to reach Dalaran (Legion) if you have one in your inventory.
      3. Seek out Archaeology Trainer Dariness the Learned in Dalaran at 41,26 and learn Archaeology if you already haven't.
      4. Accept The Right Path quest from the Archaeology Trainer and make your way to Thunder Totem in Highmountain.
      5. Talk to Lessah Moonwater to accept Laying to Rest. For the quest, you must collect 600 Bone Fragments of Eche'ro by rotating between four digsites in Highmountain. The exact locations with coords are outlined below.
Digsite 1: Darkfeather Valley (50, 44) Digsite 2: Dragon's Falls (58, 72) Digsite 3: Path of Huin (44, 72) Digsite 4: Whitewater Wash (39, 65) it takes roughly around 2 hours to get the mount.

MoP Remix characters that will transfer over to retail will receive a gear boost!
With Patch 11.0.2 now live on Public Test Realms, you can copy over MoP Remix characters from retail! It appears all MoP Remix characters will receive a character boost so you can dive straight into action when the War Within expansion launches.

We can't unfortunately log in to the game with the MoP Remix char on the PTR so we can't confirm the Item Level of gear for max level characters. However, keep in mind that the gear boost will scale with your level, so if you're below max cap, you will receive gear appropriate to your current level.
When Can We Expect MoP Remix Characters to Transfer to Retail?
MoP Remix ends on August 19, so we assume the characters will need to be transferred to retail by August 22 when Early Access begins.
