It is hard to quantify exactly what luck stacks as there is no in-game stat tracking it. Many have said they have had a noticeable increase in quality after stacking 3 trophies, so If you are particularly focused on fishing and looking to get the absolute most out of it, it would still be recommended to have 3 trophies until they confirm that it doesn't stack.
