Blizzard have detailed the Creation Catalyst system coming with next week's reset, where you can upgrade your gear to tier sets, how much it will cost, how often you can do it, an additional FAQ for various specifics and more.

Greetings!

The Creation Catalyst will become available to players after scheduled maintenance the week of 12 April. To access it, you will travel to the far south area of Zereth Mortis that is the Catalyst Gardens. The Creation Catalyst is on a floating island above the main pool area and can be reached via flying or using a small teleporter right below it.

At a base level, how it works is you input a piece of Season 3 gear and a corresponding tier set piece will be made with a matching item level. The useable items can be Season 3 gear from raids, Mythic+, PvP, World Boss Antros, or items purchased with Sandworn Relics from Rafiq in Pilgrim’s Grace, Zereth Mortis. The applicable slots are helms, shoulders, cloaks, chests, bracers, gloves, belts, legs, and boots. Note that the 2-piece and 4-piece set bonuses will only be on the helms, shoulders, chests, gloves, and legs.

The Creation Catalyst can transform one item per week, but it can store up these charges so that if you miss a week you’ll be able to create two set pieces the following week, and alts or players who come along later in the Season may be able to create an entire set if they have the Flux for it.

The Catalyst will use the Cosmic Flux currency that is earned from a wide variety of activities in the game. The costs for the different item slots are:

  • Bracers and Cloaks: 600
  • Belts and Boots: 800
  • Gloves and Shoulders: 1200
  • Chests, Helms, and Legs: 1500

If a character vendored, disenchanted, or destroyed a Season 3 item that you want to use for this system, please visit the World of Warcraft Item Restoration page for assistance.

Some additional details:
Q: When creating tier set items with the Creation Catalyst, what is the item level of the tier piece after the process is complete? Is it the same item level as the base piece given to the Creation Catalyst or are there item level ranges that snap to LFR, Normal, Heroic, and Mythic item levels for tier?
A: The resulting item will have the same item level of the item that you put into the catalyst. It also keeps Mythic/PvP upgrade paths, tertiary stats (leech, speed, etc.), and sockets.

Q: Are tier set items created by the Creation Catalyst upgradeable or do you need to remake the tier with a higher item level base piece?
A: You’ll want to remake it with a higher item level base piece, unless the initial version had an upgrade path from PvP or Mythic+ and you earned currency to allow it to be upgraded in that way. For example, if you convert a non-set 9/12 helm from Mythic+ to a 9/12 tier piece, you will be able to use the Valor currency to upgrade it to a 12/12 tier piece.

Q: What secondary stats (Haste, Versatility, etc.) will be on the items made by the Creation Catalyst?
A: The tier pieces all have specific secondary stats regardless of what item is put into the system, only the tertiary stats (Leech, Speed, etc.), and sockets carry over.

What is the point of putting cloack, braclet, etc... in to the Creation Catalist then? o_O

Tier Set transmog completion and in some cases better secondstats maybe. 😉

Guess the WoW community makes it a point to keep whining about valid QoL improvements, until tier pieces would be sold for badges again.

...and which point you will be complaining how easy it is to get tier set, so every 5k overall mage can get it.

Hey, I wouldn't complain if that was the case!

yes please, for badges you earn in raid, m+ or pvp. so i wouldnt be forced to play raid content, to play m+ content. while we are at it, can we get some other 1 min CD trinkets so i dont need to do pvp since legion?

Do you play cutting edge? Then you have to play all three branches to get the best gear there is, balancing all three for min-maxing is a wasted effort better spent elsewhere.

Do you play casually? Then you still have the option to get the best gear there is but you do not actively need it. In which case it's yours "I WANT" and nothing else preventing you from taking it. And even in that regard they step towards you and offer an alternative you keep whining about, because we both know you are in this category.

Grow an effin pair.

Due to unregular workshift and also having to work up until 23:30 o'clock i retired from mythic progress raiding at the beginning of BFA. Due to my limited time im playing M+ on a level you could call hardcore progress if it was for raiding. I would prefer to only play M+ and go for the highest possible keys, i cant do that without raiding (and playing pvp, for fire specc). Basically im playing around 5-8h M+ on a daily base.

anyways, there many people who want to play just 1 content and get their equipt due to that content. tier sets and dominiation sockets force(d) you to raid due to the significant dmg increase, since you easily do like 5k dps less then another specc with 4 piece. saying that someone is casual and dont need to get the set (early) is just ridiculous. if you havent got the 4 piece allrdy you feel like a 2nd class dd/tank/heal this week and also you are treated like one and might not get invited since many groups want that allrdy. (Why would you take someone who does less dmg, if you arent premates and enough 4 piece guys listed?)

about the pvp part, its just poor design in my opinion, if you have to get the pvp trinket for fire mages since legion which is in fact 3 Addons and nearly 6 years the same trinket

obvsl its an improvement to get the set from the vault and the crafting system. still an improved system can be further improved or changed to a better system.

Also who are you, that you think, that everyone with a different opinion is just a "crying casual"?

It could just as easily be demanded, what's in it for a PVPer to do this pesky world questing?   Since PVP for battlegrounds is a queue, even wanting to fly is a social need, not any sort of power boost.

There's so many "it works this way in world, that way in pvp" that have been going on for so long (years, but if you don't believe me read only 9.2.0's sets of patches) it's farther apart in maths than engineers arguing over imperial versus metric measurements.

later, if they have the flux for it

This is an improvement over Korthia (requires rep grinding the tiers of research) and over Mythic+ n/12 levels gear (can only upgrade to 6/12 unless you go off to stack PVP rating;  that said, it could get you to 226 if you had the honor points)

flux: use your favorite method to acquire
bump to (SL 4) tier feature: use your favorite gear

...it's a start.

We have another triple entry in the hotfix ledger, as Radiant Echoes gets more improvements in retail, while Season of Discovery and Cata Classic get additional class changes.
       August 7  (Source)
      Player-characters
Steady Flight should no longer be removed after entering an Arena. Quests
We tuned up the Prototype Shredder MK-03 so that “Eye for an Eye” can be completed. Radiant Echoes Event
Increased Flightstone and upgrade Crest drop rates in the event. Reduced the HP scaling on all event bosses so that they should be killable in a more-reasonable timeframe. Developers’ notes: This includes both ‘minibosses’ (e.g. Hogger, Thorim) and final bosses (e.g. Remembered Onyxia, Ragnaros). Season of Discovery
Hunter Heart of the Lion once again has a 100 yard range. Warrior The Focused Rage rune will now correctly reduce the cost of Meathook by 3. Cataclysm Classic
Fixed an issue where Faerie Fire did not deal intended amounts of threat when used on NPCs targeting another unit.

Due to a bug introduced with the War Within pre-patch, some players are receiving item level 250 gear from the weekly cache.
We've seen numerous reports on Reddit and the official forums that the Last Hurrah weekly quest on live servers drop low-level gear for some players. Apparently, the bug was first introduced with the War Within pre-patch two weeks ago and still hasn't been fixed.
Here's an example of a low item level drop from the Cache of Awakened Treasures by Omnifox.

Week 2 brings quite a few changes, as Hunters in particular rise up, while Shadow has a really bad time. The top 3 remains the same and very consistent, so let's jump in and see what's going on.
      Warcraft Logs Points
The below logs are based on POINTS, and not actual damage or healing, meaning they log the timed completion for the specs, with higher keys getting more points, obviously. The time in which the dungeon is completed is also a factor, but a much, much smaller one, as it grants very few points if you do it significantly faster than just any in-time completion. We're also using the Normalized Aggregate Scores numbers, for clarity, meaning the top spec is marked as 100 and then the rest are ranked in relation to that peak point.
      All Keys
      95th percentile DPS
The top 3 remains quite stable with the Evoker-Paladin-Warrior trio reigning supreme. We see the first change of the week right after that though, as Frost DK continues its upward march in dungeons as well as in raids, taking 4th from Elemental. Both DKs are on the rise, as Unholy also moves a spot up, taking advantage of Shadow's precipitous 5-spot fall to the bottom of the top 10. Arms remains stable as two Hunters burst in, Beast Mastery taking 8th and Marksmanship 9th, as Frost Mage disappears down towards the bottom. Speaking of the bottom, Devastation gets some new roommates there, as Outlaw and Destruction fall and give Enhancement and Feral a break.

Mythic+ All Keys 95th Percentile Data by Warcraft Logs.
      All Percentiles
As with the top percentiles, the top 3 remains solid, but 4th is immediately changed, thanks to Shadow's massive drop in performance this week. The Priest loses even more ground here, falling 9 spots into 13th, opening 4th up for Arms. Beast Mastery moves even higher here, grabbing 5th and moving in front of Elemental and Frost DK, as Marksmanship brings up the rear and completes the Hunter sandwich in 8th. Affliction breaks into the top 10, just ahead of Unholy which dropped to the final spot.

Mythic+ All Keys All Percentile Data by Warcraft Logs.
      Raw DPS U.GG DPS Rankings
U.gg's rankings are based on actual DPS taken from Warcraft Logs data, focusing on the top players and span the past two weeks.
Frost DK finds itself on top in the raw DPS rankings, as Augmentation isn't calculated properly here. Fury and Arms grab the next two spots, moving ahead of Ret, and the Fyr'alath wins continue in 5th, where Unholy finished the legendary axe streak. Even Survival joins the Hunter good times in 8th, where all three specs gather, just ahead of Balance who closes out the top 10.
Mythic+ All Keystone DPS rankings by u.gg.

For even more in-depth data for each individual key head on over to Warcraft Logs. And if you're interested in more info on the specs themselves you can always check out our class guides (updated for the pre-patch), as well as our Mythic+ guides and Mythic+ tier list.

MoP Remix characters that will transfer over to retail will receive a gear boost!
With Patch 11.0.2 now live on Public Test Realms, you can copy over MoP Remix characters from retail! It appears all MoP Remix characters will receive a character boost so you can dive straight into action when the War Within expansion launches.

We can't unfortunately log in to the game with the MoP Remix char on the PTR so we can't confirm the Item Level of gear for max level characters. However, keep in mind that the gear boost will scale with your level, so if you're below max cap, you will receive gear appropriate to your current level.
When Can We Expect MoP Remix Characters to Transfer to Retail?
MoP Remix ends on August 19, so we assume the characters will need to be transferred to retail by August 22 when Early Access begins.
