Hello.

You are missing the starting quest for opening Custom Deliveries with Anden. The quest "That's So Anden" is given in The Crystarium, assigned by the "Supplicant Sheep" located south of the main Aetherite at 9.2, 11.4.

It's not missing, it's the first quest listed in section 1.1, How to Unlock Custom Deliveries for Anden.

Missing Shunye Deliveries in Dawntrail in.. Yok Tural x17.7 y10.9

this guy dont show up in the duty timers list for some reason and at the moment don't deduct from the daily 12 attempts.

That would be because Shunye is part of the Wachumeqimeqi Delivery series. 

Wachumeqimeqi Deliveries are the class quest equivalents such as the Facet and Studium Deliveries of earlier expansions. 

These have no relation to Custom Deliveries and are 1 time only instead of resetting every week. Hence not being in the timers or being part of the weekly attempts.
