Absolutely, The Hungerer (and all other legendary items!) can and will drop from pure, old-fashioned farming! 😄 I do recommend farming Unique (Orange-named) monsters, turning in Monstrous Essences, and doing Zone Events as an easy, consistent source of legendary items.
