I'm a little confused about the talent choices at the beginning. The stated objective is to improve the DoTs but it specifically states NOT to take Genesis which increases the damage of our DoTs and healing of our HoTs....what gives?

Its a matter of value per talent point, gaining 1% damage on DoTs for a single talent point is simply not as good as the alternatives, even if you will be relying on them for a good chunk of your leveling.

It is only useful in single target and you need to crit in order to proc it in the first place.

While leveling you will typically be killing many enemies at once with your dots, typhoon and hurricane and almost nothing lives long enough for eclipse to be useful.

With the extremely low crit levels achieved during leveling, it is also very rare to get a proc, and even rarer to get a useful proc (with enough enemies nearby that you can make full use of the eclipse duration), but once you are killing raid bosses at maximum level, it is all about eclipse, so this is a very leveling-specific decision 🙂
