Balance M+ Spec here wrong?

So i got the druid mythic+ balance build off here but noticed it has the talent picked with 2 points that increases my damage if the enemy has 3 dots on them, but the build doesn't give you stellar flair to get 3 dots? who made this build? that seems like a big oversight?

starfall, and fury of elune are 2 additional periodic effects other than sunfire/moonfire
