It is incorrect that you need the Garrison building to access 700 skill, you may buy the skill scroll and all plans in Ashran.

It is not entirely correct to state that "The easiest way to level Inscription to 700 is to make  Shadowtome. This recipe only consumes 50x  War Paints and has a +10 skill up, which is the best ratio you can get." "Card of Omens" is the same ratio (5:1).

There seems to be a little miscalculation on leveling 1 to 600. its actually 600 pigments and 300 parchments
