Final Verdict - should i be making use of the secondary divine storm affect in regular rotation?

When facing a single target, is it more efficient to consistantly take advantage of final verdict's bonus to divine storm (i.e. swap back and forth between final verdict and divine storm, making use of every divine storm buff) or is it better DPS to just use final verdict unless an empowered divine storm proc comes up?

 

For that matter, in a multi-target rotation, if an empowered divine storm procs, should i just use it or should i spend holy power on a final verdict to give the empowered divine storm a boost?

Only on a proc, and you always empower a ds before using it in AoE
