Leaked information from reliable leaker Leifa has provided insights into the huge changes coming to Zenless Zone Zero's Decibel and Ultimate mechanics in Patch 1.4. These updates are set to reshape how players approach battles, making ultimate strategy more free and less restricted.
One of the main changes is that all characters will now have separate Decibel Meters, generating different amounts of Decibels for themselves and their teammates. This adds a new layer of combat to ultimate usage as well as increase the strength of some older characters who were never able to use their ultimate due to your DPS character always using it. Additionally, when a character's ultimate is ready, a small icon will now appear next to their Energy Meter, providing a clearer visual cue for players.
One such example is defense agent Seth Lowell who will be able to utilise his Ultimate: Justice Prevails to generate more Resolve. Another huge example is Burnice White in Jane Doe teams where both Burnice and Jane are fighting for Ultimate useage.
Some of the above information from Leifa was known already through other leaks and developer information however, the beta for 1.4 has confirmed there will be no cooldowns on using Ultimates, and there won't be any changes to the Decibel cost for activating them.
As a result, characters are also starting to gain mechanics which can influence their own Decibel generation. It is also theorized by players that the current lack of Decibel generation in Harumasa's kit in the initial beta is this way while the developers fine-tune these changes.
This is overall a great change that players have been highly anticipating and will bring exciting changes to the combat in patch 1.4.

Asaba Harumasa is a new Electric Attack character releasing in patch 1.4 for Zenless Zone Zero, however it seems he is currently unfinished?
While the patch 1.4 beta has arrived, it seems Harumasa has not. Dataminers initial looks into things reveal that currently in the beta, he is still very unfinished. Reliable leaker Leifa has mentioned that he is still missing animations and even Decibel generation while there is less kit information too as a result.
Fans of Asaba Harumasa should not be concerned however, with the changes coming to Decibel generation in patch 1.4 it likely means that the developers are spending the much-needed time to ensure he is properly balanced around this new system. This new system giving each character their own Decibel Meter and their own generation is a highly anticipated change to the game after player feedback around not being able to use the ultimates of many characters.
