Combat DPS Question

So I've recently got into PvE and I wanted to try out Combat. I looked on the Combat guide and it says Venom Rush is the best talent for the spec, but since Combat has the Swift Poison perk wouldn't that mean they can't actually debuff the target in order to get the Venom Rush buff?

Can someone explain, I'm pretty new to all this.

While spec'd into Venom Rush as combat, any time you deal damage with Instant Poison you get a buff for a couple seconds increasing Energy Regeneration by 5% per stack (If you use Blade Flurry in a group of adds it goes up to 3, which is 15%). Against one target, Like a Raid boss it seems to stay at the base 1 stack, but you'll have pretty  much 100% uptime on it from what I've seen.

I thought this as well, but can confirm it works as intended (giving 5% regen per target). Not complaining though, it's nice with blade flurry!
