Supposedly every 4 hours (some say every 3), except sometimes it's on the hour or sometimes it's not... Pretty sure it's still a thing because I saw the /yell for it once this season, but foolishly thought it would be clear enough in-game that I didn't need to write down the exact time :( Whatever the timing is, as always server time vs real time is a question as well.
