missing quest line part Spires of Arak

I have done every quest  i found In Spires of Arak. it says I am missing part of Establishing Axefall quest line. Any idea what to look for? I suspected Rorka, the spy, cause after I killed him there was nothing to turn in, i think.

I have been having the same issue. Finished all of Spires of Arak chapters, however got stuck with Establishing Axefall. The thing is that people all over the forums have been complaining to have the same problem recently. It's just bugged and it's for Blizzard to fix.
